National BRAC Process
Base Realignment and Closure process is managed by the Department of Defense. Recommendations are developed by an independent Commission appointed by the President, which prepares recommendations for action by Congress. Five rounds of BRAC action have occurred since the late 1980’s resulting in the savings of approximately $20 billion and the adaptive reuse of countless obsolete and duplicative military facilities. The current BRAC Round (2005-2011) has been acted on, and is now in the process of moving into implementation phases. Approximately 50 bases are scheduled for closure or realignment, with the expectation of saving as much as $7 billion annually.
BRAC Commission Recommendation 131 has directed that the Military Department Investigative Agencies co-locate at Marine Corps Base Quantico no later than September 15, 2011.
Agencies involved in the BRAC Action include:
- Defense Security Service (DSS) with DSS Academy
- Counterintelligence Field Activity (CIFA) with the Joint Counterintelligence Training Academy (JCTA)
- Headquarters Naval Criminal Investigation Command (HQ NCIS)
- Headquarters US Army Criminal Investigation Command (HQ USACIDC)
- Headquarters Air Force Office of Special Investigations (HQ AFOSI)
These agencies will bring approximately 2,700 people to the Marine Corps Base Quantico, including 350 military, 1,750 civilians, and 600 contractor(s), as well as an additional student population at Base operations of 263 per day.
An additional 2,000 personnel could be included in the future growth and development at the Base through relocation, and expansion of existing Base personnel.
