History of BRAC
Quantico Center"BRAC" is an acronym for "base realignment and closure". The United States, federal government, specifically the Department of Defense and Congress, uses the BRAC process to realign and close military installations in order to cut costs and achieve efficiencies. 

The BRAC process was developed as a method to handle the political sensitivities of changes to facilities and missions throughout the nation. The process begins with a Dept Department of Defense list of bases which may be appropriate to close, downsize, or enlarge. An independent nine-member "BRAC Commission" appointed by the President evaluates the list, visits affected bases, and submits recommendations to the President, who is required to approve or disapprove the list in its entirety. The action is passed by Congress and signed into law by the President.

More than 100 major installations have closed during four prior BRAC actions initiated in 1988, 1991, 1993, and 1995.

The most recent BRAC actions became law in November 2005, and are intended to be completed by September 2011.
